A few Classes are lucky enough to have a Mount included as part of their Class. Paladins, Warlocks, and Death Knights all get a Ground Mount automatically at Level 10. Druids can transform into Mount forms using Travel Form. They can transform into a Ground or Underwater Mount form at Level 10, and a Flying Mount Form at Level 30.
Guild Wars 2 on the other hand has gone in a different direction entirely, as the mounts in GW2 possess different functions based on their type — the raptor mounts, for example, have the ability to leap over long distances, while the skimmer mount is able to glide over water and quicksand — and the appearance is based on the skins you acquire.

Maybe you could fly within a zone, but then all the area quest progression they've built goes out the window. Flying mounts killed world pvp in WoW, and were a horrible idea. They work in PvE only games, but take away any exploration, or any jump exploration (think GW2). They would not work in Neverwinter because each zone is public instanced
